How cold is it really?  Wind chill (Degrees Fahrenheit [o^F]) = 35.74 + 0.6215T – 35.74(V^0.16) + 0.4275T(V^0.16) [where T= air temperature (o^F) and V = wind speed (mph)].  Formula provided by NOAA National Weather Service [http://www.nws.noaa.gov/om/windchill/].   Too complicated for today…  just simply bone chilling cold!
